Victoria Rowell @ High Tea

The Victoria Rowell Foster Children's Positive Plan hosted its 5th Annual High Tea at Noon in the Beverly Hills Hotel on Sunday. The event raises funds and cultivates awareness not only for foster children, but also for the organization's work encouraging and exposing foster children to the arts, sports and employment opportunities. A foster child herself, Victoria founded the non-profit organization in 1990.
